Driving licence
At the start of your driving lessons, you will need to obtain a provisional driving licence. The licence is valid for three years at a time.
You need a driving licence before you can book your driving test.
A provisional driving licence may be issued no earlier than one year before the applicant meets the age requirement for the relevant driving licence category. However, a provisional driving licence for category B may be issued no earlier than two years before the applicant meets the age requirement.
You must also apply for a driving licence separately when upgrading or renewing your licence.
Please note that when upgrading to Category A, it is not possible to apply for a driving licence online; instead, you must apply to Ajovarma at the same time as you present your course certificate.

From the Ajovarman service centre: €45
Book an appointment at the vehicle inspection office at www.ajovarma.fi.
You will need to bring the following with you:
- Your current driving licence (if you do not already have a driving licence, please bring your passport or a photo ID card to prove your identity).
- 2 passport photos. However, you do not need new passport photos if you already have a valid passport or driving licence. When applying for a licence, it is a good opportunity to update your photo as well.

Apply for a driving licence online via the Traficom website.
Please note the terms and conditions of the online application:
- To apply for a driving licence online, you must have a digital photograph and an up-to-date signature on file with the authorities, and you must be able to log in to the service using your online banking credentials or a mobile certificate.
- You will see the available image and caption once you have logged in to the service.
- A photo and signature are available on the service if you have a valid passport or ID card.


Group 2 driving licence application (C1, C1E, CE, D1, D1E, D or DE)
Book an appointment at a vehicle inspection centre at ajovarma.fi. You
will need to bring the following with you:
- Your current driving licence (if you do not already have a driving licence, please bring your passport or a photo ID card to prove your identity)
- 2 passport photos. However, you do not need new passport photos if you already hold a valid passport, driving licence or photo ID card, or if you submitted photographs for a driving licence, driver card, professional qualification card, ADR certificate or taxi driver’s licence on or after 1 January 2013. When applying for a licence, however, it is a good opportunity to update your photo as well.
- Medical certificate. If you are under 45 years of age and are renewing a valid Category 2 driving licence, you do not need a medical certificate.
